Public domain charge controller design

Here is a link (updated February with English description) to an electronic circuit project load controller for battery voltage regulation.  It’s by Antonio Cecere, who translated my windmill plans into Italian, and the controller project is also in Italian although the electronics are clear enough in any language.

    good day sir,
    can i ask in your circuit what is a purpose of puting resistor in R13 and R15 ?? can i put load like lights on that thank you sir for your answer..

      hi robert
      yes you can use lights but make sure that the bulbs do not blow?
      I have a friend in WA USA who used headlights of a bus on a hilltop to dump power, and he could see them flashing on and off and knew the windmill was still there up on the mountain charging the radio batteries.
